You can no longer add new content, but everything you already preserved remains. You can resume active service later.
Yes. Any charge is fully refundable within 30 days of that charge. Refunding the Permanent Preserve returns your account to the free plan, which keeps one preserved moment. You choose which one; the rest return to drafts, stay exportable for 30 days, and are then deleted.
